I have friends who had addictions to cutting their wrists, and hate the scars it left once they'd stopped. Is there a procedure a doctor could do to remove them, or are they there for life? If there is no procedure, is there a medicine or lotion? Nobody likes to see faded lines on their wrists and forearms when they were a short sleeved t-shirt, and they always want to be rid of them.Is there a surgical procedure for removing scars?
There are lotions out there to help scars fade.
Mederma is the one that seems to work the best. You need to use it diligently in order to see results though.

They can also try rubbing the oil from vitamin E caplets on the scars. It is debated whether this actually works or not, but it's worth a try.
There is surgery for scars, called Scar Revision. I think for scars caused by cutting they would probably use a laser or dermabrasion.
There are also special makeup products used to conceal scars that may help. One such product is Dermablend.

There might be something they can do. The surgeries I have had only left a new scar.
