I have no idea what ';dot therapy'; is. Chemical peels are best suited for people light in complexion. There's other factors involved as well so see an esthetician or a dermatologist for a good skin analysis and determining if peels (and what strength) are a good option for you.
Other suggestions:
Hydroquinone cream or gel. 2% is available over the counter and 4% by prescription. It's the only skin lightener approved by the FDA.
A good vitamin C serum. It helps counter the effects of sun damage (the hyperpigmentation or dark spots) and at a 10% or stronger has been known to stimulate collagen production and lighten skin.
MAKE SURE YOU WEAR SUNSCREEN.
